Name change and minor improvements

In this release we've made Comment Security Restrictions ready for Jira 8.0 and made some performance improvements.

Added some minor changes for Jira 8.3 compatibility.

• Fixed an issue where the global default role would not be applied correctly.

• Fixed an issue where during the editing of comments the security role would be set back to the default security role even if it had been set to a different role before.

• Renamed the app to "Default Comment Restrictions" to represent the functionality of the app better.

• Reworked the configuration screen to be more clear for first time users.
